Guarding population protection program

We wish to build - up a comprehensive population protection system with the support of our Guarding population protection program, which has started in 2019 and intended to serve the protection of more than 15.000 people and its goal next to maintain the public safety to protect the environment, mapping and discontinue of illegal landfills. Additional goals to observing and evaluate the measured weather data and weather phenomena, to give immediate assistance and support in case of damages caused by extreme weather conditions and to support the introduction of renewable energy sources in our settlement and in our region.

The Guarding Population Protection Program is a kind of social cohesion, which is extraordinary in Hungary. This is such a complete system that affects all the important parts of life, which can support the subjective sense of security for locals and contributes the protection of our life and protection of our material goods. This program get roles next to the public safety in the environment and climate protection, protection of youngers, crime prevention and to help the social system.

The Subtasks (TKR, LTR, SZEM, LF, KR, IMR, KEK) of the program controlled by well – experienced association members, who have enough knowledge to accomplish their own tasks. The Chairman coordinate and inspect the activities. All 36 member can be involved to execute any subtask, but during the execution of tasks one of our volunteer colleague also involved to exclusively deal only with the connecting administrative and maintenance work. Some of the subtasks fulfilled in our village, some of them executed in neighbour settlements based on our cooperation agreement mainly during free time by association members, the volunteers are working 2 – 3 times per week.

The program has more kind of subtasks. One of these elements is the Damage Control Toolbox (Hungarian: Kárelhárítási Eszközkészlet, shortly: KEK), that we established, because our association – during its 25 years existence – almost annually had to support the damage controlling work of authorities. In the last years the number of damages caused by extreme weather conditions is continuously increasing and parallel with this the work amount of authorities has been increasing as well. Their stocks are limited, but with the Guarding program we would have chance to support their activities, what is more we could help not just for the local people, but thanks to the cooperation agreement with the surrounding associations for more than 15.000 people. We must to undertake outstanding role regarding environment protection as well.

The Damage Control Toolbox (KEK) includes such a technical tools, equipment and accessories that can aid the damage control works after a possibly already happened danger or disaster, can give support for primary care of population and can help to make easier the work of authorities, and to make shorter the needed time for damage control tasks. Furthermore, it can give chance to mapping the polluted areas and discontinue the pollution, to document the necessary procedural activities and to fulfil them. Every KEK equipment stored in a safety place locked in our office building, protected against from unauthorized use of tools. The operation of KEK is one of the base pillars of Guarding program.

The Guarding Population Protection Program has started in 2019 in Tiszarád village. In connection with some of the subtasks of the Program the discussions and conclusions in progress of cooperation agreements with the participants, whereby we are going to cooperate with the neighbour councils and civil guard associations. We are participate together to operate the Weather Monitoring System, during this activities we collect the data and on long term evaluate them and make conclusions for the possibilities of introducing renewable energy sources. The participants of the Program in case of need can use the equipment of Damage Control Toolbox jointly, mutually support each other’s settlement with the necessary Damage Control tools and with human work as well. The synchronised and organized lead can give possibility for the suitable protection of locals.

Since the start of the Guarding Population Protection Program we could successfully build up a minor camera system (surveillance camera system), we have been keeping local forums (LF), continuously extending our Neighbours for Each Other Movement (Hungarian: Szomszédok Egymásért Mozgalom, shortly: SZEM) which aims to reinforce the public safety. In addition, we started to install the IMR, which can support the introduction of Renewable Energy Sources in the future. Presently in progress to build up a so-called Social net, what we named for Local Inform System (Hungarian: Lakossági Tájékoztató Rendszer, shortly: LTR), the LTR would provide Spare-time activities, programs for the groups which includes elder and younger locals. However further improve necessary for KEK, so that kind of equipment justified, with which we also can start our environmental protections tasks.

Our project’s target group is every people. Important to provide sustainable future for the member of next generations and one of the essential tool for it the environment and climate protection. In between our association members you can find young adults from 18 years up to elders till 65 years, however regardless their age they are committed next to environment protection. Within the framework of our environmental project we can even involve the younger and elder generations as well into an organized garbage collection program. With our behaviour, we have possibility to set example for others and we are able to increase the number of our association and to make popular our plans. With our project we can get closer to the members of society, thus we are able to involve them into our tasks.

Our achievements so far realized only from tender resources, unfortunately since we are a small village, the financial support by council is negligible. The received minimal annual support can cover just partly our fuel consumption costs. Thanks to our team members we are helping with human power and with self – finance in case of such a tasks which not requires bigger financial effort, however essential condition of further maintain our program to receive additional tender resources. Unfortunately, the private offerings are rare, all in all we can improve our program exclusively from tender resources.
